Technical supervision is quality control of construction works carried out on behalf of the client. Its purpose is to ensure that the contractor performs the works in accordance with the design documentation, follows the required construction technology, uses the specified materials, and corrects identified violations in a timely manner.
The legislation of the Republic of Uzbekistan uses the term “technical control of the client.” The Urban Planning Code distinguishes between state control, technical control, designer’s supervision, and the contractor’s internal control. Each of these performs its own functions and does not replace the others.
Technical supervision in construction is the regular inspection of construction and installation works, materials, and documentation in the interests of the client.
A technical supervision engineer does not manage the contractor’s workers and does not perform the construction works on their behalf. The engineer’s task is to inspect the result, identify deviations, record comments, and prevent defective work from being concealed or accepted.
According to Article 28 of the Urban Planning Code of the Republic of Uzbekistan, technical control is carried out by the client. For this purpose, the client may appoint its own specialist or engage a specialised organisation under a contract.
Construction defects should be identified before structures are covered by concrete, finishing materials, soil, or subsequent building elements.
Once the work has been concealed, inspection becomes more difficult and expensive. It may be necessary to open up the structure, perform additional testing, or dismantle already completed elements.
Technical supervision on behalf of the client makes it possible to verify the quality of works before acceptance, monitor correction of violations, and ensure that reliable as-built documentation is prepared.
Independent technical supervision is particularly important when the client does not have its own engineering team or when several contractors are working on the project simultaneously.
Technical supervision begins with a review of the design, construction schedule, and organisational and technological documentation. The engineer identifies key control points, the list of concealed works, critical structures, and the documents that the contractor must provide before acceptance.
During construction, the quality of construction and installation works is monitored. Specialists check geometric parameters of structures, installation technology, preparation of foundations, reinforcement, connections, elevations, slopes, and compliance of the actual result with the design.
Particular attention is paid to construction materials. The engineer compares the products actually delivered to the site with the design requirements, markings, passports, certificates, and test results. The existence of a certificate alone does not prove that the material specified in the document was actually used on site.
Technical supervision also participates in the acceptance of concealed works and the intermediate acceptance of critical structures. The engineer inspects the relevant area before it is covered and signs the documents only after the actual inspection has been completed.
As-built documentation should be checked throughout the construction process rather than immediately before project completion.
Technical supervision compares reports, logs, as-built drawings, certificates, and test protocols with the works actually performed. The chronology of the documents is particularly important. Materials must be checked before use, and concealed works must be inspected before they are covered.
If documents are prepared after completion of a stage without an actual inspection, they do not provide the client with reliable confirmation of quality.
Technical supervision begins before specialists start regular site visits. The parties agree on the scope of works to be controlled, frequency of visits, procedure for calling the engineer for acceptance, and reporting format.
During construction, the engineer inspects the works being performed, carries out the necessary measurements, checks documentation, and records identified violations.
A comment should contain a specific description of the defect, its exact location, and the required corrective action. A verbal notification to the contractor’s representative does not replace an entry in the log or an official instruction.
After the defect has been corrected, the engineer inspects the area again. Only after correction has been confirmed can the comment be considered closed.
A technical control specialist records identified violations and issues instructions to the contractor specifying the required corrective actions and deadlines.
If defects may affect the reliability, seismic resistance, or safety of the facility, works in the relevant area may be suspended until the deficiencies have been corrected and a repeated inspection has been completed.
A technical supervision report should reflect the actual condition of the project: which works were inspected, which violations were identified, what has already been corrected, and which issues require a decision from the client.
During the supervision process, concealed works reports, as-built drawings, entries in the technical control log, instructions, and the final conclusion on the quality of construction and installation works may also be prepared.
Verification of physical work quantities may be included in technical supervision services if this is specified in the contract. The engineer compares the works submitted by the contractor with the design, acceptance documents, as-built drawings, and actual measurements.
A full review of cost estimates, contractual prices, and payments falls within financial and technical control of construction.
Construction schedule control should also be specified separately in the assignment. Technical supervision may record delays and violations of the required sequence of works, but full schedule management requires regular analysis of timelines, resources, and contractor actions.
Before acceptance, the engineer checks the quality of completed structures, the availability of supporting documentation, and whether previously identified violations have been corrected.
After completion of construction, the technical control specialist issues a conclusion on the quality of construction and installation works.
According to Article 32 of the Urban Planning Code, acceptance of the facility takes into account as-built documentation, the contractor’s declaration, and the conclusions of technical and designer’s supervision.
If significant deficiencies remain unresolved, the works should not be accepted solely to meet a formal completion deadline.
The cost of technical supervision depends on more than the area of the facility.
The calculation is affected by the complexity of the building, duration of construction, number of contractors, composition of engineering systems, required frequency of specialist attendance, and volume of documentation to be checked.
For a small project, scheduled visits by one engineer may be sufficient. A large construction site may require a technical supervision team with separate specialists for structures, engineering systems, electrical systems, and geodetic works.
For this reason, the cost of technical supervision should be determined after reviewing the design, construction schedule, and the client’s objectives.
