Defect Report and Defect Statement in Construction: Content, Preparation, and Application

A defect report and a defect statement are used to record damage, justify the need for repairs, and determine the scope of required works.

These documents may be prepared during construction acceptance, building inspections, preparation for major or current repairs, reconstruction, or when correcting deficiencies identified in a contractor’s work.

Although their purposes are similar, they are not the same document. A defect report confirms that defects have been identified, while a defect statement usually contains a list of the repair works required and their quantities.

What Is a Defect Report?

A defect report is a document that records identified damage, deficiencies, and non-conformities.

In construction, it may also be referred to as a report on identified defects, a defect inspection report, or a construction defects report. The document should clearly indicate where the defect is located, what it consists of, and under what circumstances it was discovered.

Phrases such as “roof damaged” or “poor-quality finishing” are not sufficient. The relevant area, structural element, nature of the damage, approximate dimensions, and required follow-up actions should be specified.

A defect report in construction may be prepared during the execution of works, during interim acceptance, after completion of construction, or within the warranty period.

Article 15 of the Urban Planning Code of the Republic of Uzbekistan includes defect reports among the source materials transferred for the preparation of urban planning documentation and also requires the client to take measures to eliminate identified deficiencies.

What Is a Defect Statement?

A defect statement is a document in which identified defects are converted into a specific list of repair measures.

A building defect statement helps determine which structures must be restored, which materials must be replaced, and which quantities should be included in the cost estimate. For example, a defect report may record leaks and deterioration of a roof covering.

A roof repair defect statement then specifies the area to be dismantled, the volume of base restoration, waterproofing works, and replacement of damaged elements.

Therefore, a defect statement for repairs acts as a link between the inspection of the facility, the technical solution, and the calculation of repair costs.

What Is the Difference Between a Defect Report and a Defect Statement?

A defect report records the fact that a deficiency has been identified.

A defect statement defines the scope and quantities of the works required to eliminate that deficiency.

On smaller projects, the two documents may sometimes be combined. A single form may include identified defects, units of measurement, quantities, and proposed repair works.

If cracks, deformations, reinforcement corrosion, foundation settlement, or loss of load-bearing capacity are identified, a technical inspection of the building should first be carried out. Based on the inspection results, a technical conclusion, recommendations, and a statement of structural damage are prepared.

When Is a Defect Statement Prepared?

A defect statement is required when the scope of repair works is determined by the actual condition of the facility rather than solely by an existing design.

The document may be required before major or current repairs, reconstruction, restoration of premises, roofing, façades, or individual structural elements.

A defect statement prepared before reconstruction does not replace project documentation. It records the initial condition of the facility and helps formulate the design brief.

If the works involve changes to the structural system, increased loads, additional storeys, or new openings, an engineering inspection and structural calculations are required.

What Should a Defect Statement Contain?

The content of a defect statement depends on the type of facility and the purpose of the repair, but the document should contain enough information to verify and calculate the required works.

It usually includes:

— name and address of the facility
— date and basis of the inspection
— location of each defect
— description and dimensions of the damage
— recommended repair works
— units of measurement and quantities
— photographs and diagrams
— information about the persons who prepared the document and their signatures

If the exact quantity cannot be determined without opening up a structure, this should be stated explicitly. A visual estimate of a concealed area should not be presented as a confirmed quantity of work.

How to Prepare a Defect Statement Correctly

The process begins with a review of the design documentation, as-built documentation, previous technical conclusions, and information on the operation of the facility. This is followed by a building inspection, measurements, and photographic documentation.

Each defect should be linked to a specific axis, floor, room, façade, or structural area.

Descriptions of structural defects should be technically precise. Instead of writing “poor concrete,” the document should specify honeycombing, spalling, exposed reinforcement, or cracks with a measured crack width.

Who Prepares and Signs the Document?

Who prepares a defect statement depends on the purpose of the document and the complexity of the facility.

For a simple room repair, it may be prepared by a client’s commission with the participation of the operating organization and the contractor. If load-bearing structures are damaged, engineers with expertise in structural inspection and design should be involved.

A defect report for repair works is usually signed by representatives of the parties who took part in the inspection. These may include the client, contractor, technical supervision specialist, operating organization, and designer.

The procedure for approving the defect statement and agreeing its contents should be defined in the contract, the assignment, or the client’s internal procedures.

Defect Statement and Cost Estimate

A cost estimate based on a defect statement is prepared after the scope and quantities of repair works have been confirmed.

First, the damage is recorded, then the repair method is determined, and only after that are the required materials, labour, and equipment calculated.

Whether a cost estimate can be prepared without a defect statement depends on the available source documents. If a complete design already contains accurate quantities, a separate statement may not be necessary.

However, when repairing an existing building without recording its actual defects, the cost estimate may be poorly substantiated. A contractor may include unnecessary work, fail to account for hidden damage, or incorrectly determine material quantities.

For major projects, verification of the defect statement and cost estimate can be carried out as part of financial and technical control in construction.

Defects in Construction Works

A report on identified defects may be prepared not only before repair works, but also when poor-quality construction is discovered.

The grounds may include deviations from the design, violations of construction technology, use of non-compliant materials, or unsatisfactory test results. A technical supervision specialist may issue mandatory instructions requiring the identified violations to be corrected.

During acceptance, technical supervision should verify not only the existence of the defect report, but also the actual correction of each violation. Remedial works are confirmed through repeated inspections, measurements, testing, and as-built documentation.
